Important: Vela uses third-party AI models from Anthropic, Google, and Inworld. Our availability mirrors their combined regional restrictions. If any upstream provider restricts access from your region, Vela cannot offer service there.

📋 Notes & clarifications
- * Hong Kong SAR: Available for individual users. Corporate entities may be subject to additional review under upstream provider policies.
- Macao SAR: Individual access permitted. Corporate review may apply.
- Availability is subject to change based on upstream AI provider policies (Anthropic, Google, Inworld) and applicable law.
- Entities majority-owned (>50%) by persons or organizations in restricted regions may be ineligible regardless of their country of incorporation.
